I’m planting a veggie garden in an area that ids fairly wet and mucky right now. What can I put on top of the soil for my veggies to grow properly.

One of the most useful things you can do to ensure good soil for vegetables is to get a soil test done. This will let you know about any structural weaknesses in your soil as well as the pH and any nutrient deficiencies.
Having said that, you will see in the TMG answers I have provided links to that it is always useful to add compost to amend your soil before planting, and a layer of mulch to your vegetable garden once you have set out your plants or the seeds have germinated and begun to grow. Both of these strategies assist the soil to retain moisture without becoming waterlogged.
