I can find all sorts of formulas but not this one….

We are unable to recommend specific stores/garden centres. Any rose fertilizer with a higher phosphorus number that you can get at a reputable garden centre should be suitable.
Staff at one of the reputable garden nurseries should be able to help you select the appropriate fertilizer.
