Controlling the spread of Staghorn Sumac

I work for a municipality and one of the challenges I face from time to time is the spreading of staghorn sumac from a naturalized area into a private backyard. Can you advise if there are any effective control methods to prevent this from happening?

Since staghorn sumac spreads mainly by suckers, cutting them down and actually digging them out and pulling any seedlings out by hand seem to be the most successful non-chemical methods of controlling their spread.
