Your tree looks an awful lot like Corkscrew (Curly) Willow – Salix matsudana. They are commonly described as a fast growing, moisture loving tree with shallow roots. Willows tend to have brittle branches, and will tolerate harsh cutting back, they are traditionally used in basket and fence making. Willow trees, like catalpa are sometimes kept in check by pollarding, cutting back all the major branches, then trimming back every year (allowing the grower to harvest branches every year). Curly Willow branches are popularly used as planter filler, and will sometimes start growing all on their own with nothing but soil and water.
