Found this tree at Philosopher’s Walk in Toronto – it has beautiful pink flowers – I don’t think they are fragrant.
It has a very smooth trunk that I didn’t get a pic of.

These are most likely the blossoms of the Cherry (Prunus) tree. Many cities, Washington, New York, Kyoto to name only three, have Cherry Blossom festivals that mark the arrival of spring. The bark of the young tree and new branches is smooth, as you described.
