Roses – spring clean up*

When can I uncover the roses from the top cover of hay and bags around them and add my compost around them for a better growth?

And also my daphne bush?

Winter protective coverings on your roses and daphne may be removed as soon as the weather begins to warm up in the spring.  The Toronto Botanical Garden suggests the month of March for removal of burlap and other protective materials.  It also suggests top dressing with compost once the ground has thawed, see link below for further information.
