Are leafhoppers common on Rising Sun Redbud

I have this tiny long green insect (about 3mm) on the underside of my Rising Sun Redbud leaves. From my research, it appears to look very similar to a leafhopper. Are leafhoppers common on Redbuds and in Ontario. What would you recommend to get rid of them. Thank-you

My own large Sunburst Locust (Gleditsia triacanthos var. inermis Suncoletree) has these nuisance pests each early summer season which annoy us for a couple of weeks and then they are gone for another year. So in keeping with The Missouri Botanical Garden, we Live with the Pests.
