It seems quite irresponsible to promote growing it. I just spent 8 hours pulling a bunch of it out of my garden.

You are, of course, correct. Scilla is invasive. Toronto Master Gardeners do not recommend growing Scilla despite what you found on that particular page of our website.
We aim to keep information on our website up to date. We are a totally volunteer run organization, and sometimes we miss updating certain webpages in our large database.
