12/40 Emerald Cedar trees died over winter

Thank you for your question. Toronto Master Gardeners get many questions about growing these popular cedars. As a result, there are a couple of previous answers that might give you the information you need. I have attached links to take you to those answers. Your brown cedars are dead and will need to be removed and replaced if these cedars are part of a hedge. You don’t say in your question whether this was the first winter for these trees. Emerald cedars need to be watered well for the first few years following planting. As evergreens, they also respire in the winter, losing moisture then too, unlike deciduous trees and shrubs.
